QUESTION: place yourself on top--how??

Hi all. Can someone please help me?

On the main page, I click on Place Yourself On Top Here which takes me to a page saying

Are you sure?
I click on I'M SURE
and then I'm temporarily transferred to another page indicating that
You do not have any public images posted. Please post at least one public image.

However, as far as I'm concerned, all of my images are public. Every time I upload a photo I make sure that "mode" is set on "public". Also, as far as I know, from comments I have received, all my photos are public.

So, what's going on? Can someone please help?
