Because how the US treats prisoners constitutes cruel and unusual punishment, and can rise to the level of torture under the Eighth Amendment and international human rights law.
Don't celebrate just yet. The judge opposed the extradition because she thinks his health will seriously decline if he is extradited, not because she doesn't think the charges are baseless or that he shouldn't stand trial when his health improves. He still hasn't been granted bail, though, so I don't know how he's going to get better.
