Mine usually doesn't retract all the way. Most of the time some of the foreskin hides the lower part of my head (i.e its' not fully exposed). However there's been a couple of times where i was so horny and had such a hard-on that it was fully peeled back. Image is me usually.

My foreskin doesn't fully retract unless I'm completely hard. I find that often, when I go to see the nurse for my injections, I pull my pants down so she can see my cock. I'm not fully erect, but almost always chubbed up, but my foreskin still is around the base of my glans. I wish it was fully back so the base of my glans was fully exposed. I always pull the foreskin back as much as possible before I go into the doctor's office, but don't often have a chance to skin it back a second time after I've dropped my shorts. I always find the nurse very receptive to see me when I have my glans completely exposed.
