As far as I know the smaller ball hangs the lowest. This is only really noticeable when the ball bag, scrotum, is fully extended, which only occurs when it is very hot.
I have also heard that on right hand guys the left ball hangs lower.

This has been discussed before here on the Forum. For right handed men the left testicle usually hangs lower and vice versa for left handed men. There are, of course, exceptions. Believe it or not, but this has been known for centuries. You can look it up on the internet by putting "Handedness and Testicles" or something similar into your favorite search engine.
