I think it very much depends on the individual and if they are soft or hard and how much they grow. For example mine is small when soft but then grows to average when hard. I like being nude in public, my parents were naturists so it is natural for me but if I am on a nude beach or in the gym showers it is clear to me that I am on the small side. So I consider my dick small unless it is erect.
For example here is me soft.

Size is often subjective. Mine is average but these days most would call it small. It also depends upon race as dick size varies from one to another.

I agree with you guys if your under five inches the "standard" then I say its smaller than average, I am five and a half inches but I still say I'm small, my dick is less than half an in flaccid and sometimes vanishes all together.
